The Ministry of Information and Communications has endorsed the “Regulation Governing Community and Campus Radio” w.e.f 11th July 2017. The Department of Information and Media (DoIM) and the Bhutan InfoComm and Media Authority (BICMA) developed this regulation in consultation with the relevant stakeholders to enable growth and development of the Community and Campus Radios in Bhutan.
In view of numerous clarification sought from the Agencies with regard to active services calculation for civil servants joining agency after completion of long term study, the RCSC Commission during its 97th Meeting held in April 25,2017 reviewed the notification and the following clarification is being provided.
The 21 days reporting period given to a candidate to report to the office from long term study (Section 22.214.171.124) shall be considered active for the purpose of promotion.Any day after 21 days shall be considered as inactive for the purpose of promotion.

In terms of Section 1.6.13 of the Finance and Accounting Manual promulgated by the Ministry of Finance , the Royal Audit Authority (RAA) operates a current account styled “Audit Recoveries Accounts” outside the Government Consolidated Fund for the deposit and management of audit recoveries remitted to it on its instance.
Therefore, all government agencies ,public-sectors entities and concerned organisations including individual accountable persons should henceforth endorse the details of the deposit.
