Notification: Internet Bandwidth Allocation

April 5, 2022 .

This is to inform all budgetary bodies that the Department of Information Technology and Telecom (DITT), Ministry of Information and Communications (MoIC), has successfully completed the negotiations under the Internet bandwidth demand aggregation initiative with two Internet Service Providers (ISP), namely Bhutan Telecom Corporation Limited (BTCL) and Tashi Infocomm Limited (TICL), to revise the  internet tariff for government agencies connected to the Government Intranet or the Government Initiated Network (GIN).

The prescibed bandwidth for the agencies shared with the BTCL and TICL have been determined by the DITT based on the number of devices in 483 schools with the Ministry of Education (MoE) and other stakeholders. However, it has been noted that some of the agencies have already started to upgrade the internet bandwidth beyond the prescribed bandwidth.

Should it become necessary to increase the bandwidth, all budgetary agencies are requested to route their communication & coordinate with dealing officers, Mr.Karma Sangay (ksangay@dit.gov.bt) or Mr.Pema Dhendup (pdhendup@dit,.gov.bt) of DITT.

Notification: Promotion Proposal for July 2022

April 4, 2022 .

This is to notify all the Departments/Division under the Ministry of Information and Communications to submit the promotion proposals for July 2022. All employees who are due and eligible for July 2022 promotion are requested to process promotion through their respective Department/Division.

Employees who are eligible for fast track promotion (individuals who have served two years in the current sub level for first Fast Track Promotion and three years in current position level for second Fast Track Promotion) may also process their promotion.

The promotion proposals should reach the HR Division of the Ministry on or before 30th April 2022 with the following documents.

1. Valid online approved Audit Clearance for promotion

2. Valid online approved Security Clearance

3. Specific job description of the proposed Specialist Position (P1 Specialist)

4. Undertaking form for specialist promotion (Form 13/4 of BCSR 2018)

All employees eligible for Broadband promotion in July 2022 are required to keep online approved audit and security clearance only. HRD will verify the clearances online.

Notification:RSTA Services

March 20, 2022 .

In line with the press release from the Office of the Hon’ble Prime Minister dated 19th March  2022 on the progressive relaxation of COVID-19 preventive measures, RSTA would like to inform that:

1.Lungtenzampa Office will operate in self containment mode for another week. Besides having to facilitate transport for various frontline agencies, some of our officials on frontline duty operating from the office as part of the NC19TF Transport Unit are identified as primary contacts of a few positive cases that have emerged in the last few days.

2.However, the Babesa Service Center will be open for public services with effect from 21st  of March 2022 and cater to the following:

i. All services, except for scheduled driving tests. Scheduled driving tests will resume once further relaxation in terms of gathering of people are announced

ii.Driving tests for those travelling outside will be facilitated as an interim measure during this period. Individuals must register with RSTA and produce evidence of travel (confirmed air ticket and visa) along with all other documents required for the driving test. Registration of such cases can be done @17 624 533.

Notification: Road Safety & Transport Regulations 1999 Repealed

February 18, 2022 .

The Ministry of Information and Communications would like to inform the general public that the Road Safety and Transport Regulation 1999 is now repealed and replaced with the Road Safety and Transport Regulation 2021. This is done considering the changes, emerging issues and needs of the surface transport scenario in the country.

The Road Safety and Transport Regulation 2021 will come into effect from 1st July 2022. The RSTA in collaboration with Traffic Police, RBP will be conducting advocacies and sensitization through June 2022.
