The 56th Quarterly Coordination Meeting (QCM) was held today in MoIC conference hall from 9.30AM chaired by the Officiating Secretary (Director General of RSTA). Department and Division Heads from the Secretariat, BCAA, DITT, DOAT, DoIM and RSTA attended the meeting.

Some of the issues discussed were:

1. Review of the 55th QCM.
2. Progress reporting for the last three quarters of 2018-19 (July 2018-March 2019).
3. Budget balance and proposed re-appropriation for 2018-19.
4. Final draft of budget for the next FY 2019-20.
5. Discussion on the Terms of Reference of the Finance Committee.
6. Stock-taking of APA progress 2018-19.
7. Disaster Management related matters.
8. Review of government pledges.
9. Monthly Assessment of Minister’s Activities.

In line with the government’s plans and priorities,  and with the objective of improving public service delivery, hands on training  on use of eRaLIS (electronic-Registration and Licensing Information Systems) and G2C services is being  held in Phuntsholing from 27th  March 2019 onwards as part of advocacy program and capacity development to the RSTA officials . The program is partly  supported  by PSGRD (erstwhile G2C Office), Cabinet Secretariat. 

Some of the issues that are being discussed to improve the service delivery  are:

1. RSTA making news in social media regarding service delivery
2. Recording and updating reliable and timely  information
3. Sharing information for public with relevant  and timely information
4. Online payment issues and facilitating citizens to use the online payment services.
5. Responding to social media inquiries and sharing  responsibilities.
6. Way forward to improve IT systems and  RSTA service delivery ( example queue management , mRSTA mobile app)
7. eRaLIS common issues and discussions
8. G2C/PSD Services, G2C
9. eKaaSel, G2C

The Ministry of Information & Communications is organizing  six days (11-16th March) Dzongkha Consultative Workshop in Phuntsholing for the officials of  RSTA, DoAT, DoIM, DITTT and BCAA.The workshop is being conducted to  promote Dzongkha language which would be used in the  day to day official works and to make the agencies website in Dzongkha language.

The Annual Performance Agreement(APA) for 2019 was signed today between Hon’ble Prime Minister ,Hon’ble Minister and Officiating Secretary,MoIC.
